Legislative News About Stormwater
The
NC Legislature overrode the Environmental Management Commission
(NC EMC) rules rules governing handling of stormwater in the state.
The rules did not consider economic impact on people nor did they
consider the bills impractical provisions for the mitigation
of stormwater.

McClees was the lead lobbyist. He lobbied for 12 counties comprising
an area from Beaufort Co to the VA state line.

weeks were spent negotiating. The compromise bill HB-1967 passed
and the new measure gave his clients 85% of what they wanted.

said, The legislature is the last court of resort for the
people. The 12 counties hired McClees because the NC EMC would
have negatively impacted the economic welfare of people. NC EMC
did not use balance in their considerations.
